Are 1-minute chart scalpers actually making money long-term, or just paying broker commissions?

Every time I flip down to the M1 or M3 to fine-tune an entry, I end up getting chopped up by noise, spreads, and slippage. Are people actually extracting consistent payouts off lower timeframes, or is the 15M/1H the absolute minimum for a real edge?"
