How do you avoid taking low-quality setups when price approaches a major Higher Timeframe (HTF) level?

When price reaches a Daily or Weekly Order Block, lower timeframes can look extremely noisy. How do you isolate only the highest quality lower timeframe Market Structure Shifts?
