How do you identify whether a Fair Value Gap is a Rebalancing FVG or a Rebalance and Continuation FVG?

Does price filling the entire imbalance signal a deep retracement, or do you expect price to react as soon as it touches the edge (Consequent Encroachment) of the gap?
