What is your exact rule for identifying whether an Order Block on the 15-minute timeframe is fresh or mitigated?

Does a single wick touch into the OB boundary count as a full mitigation for you, or do you require price to trade past the 50% midpoint (Consequent Encroachment) to consider it mitigated?
