How do you prevent overtrading during the New York PM Session (1:00 PM – 4:00 PM EST)?

Late-day trading often suffers from decaying volume and choppy delivery. Do you set a hard rule to stop scanning setups after 12:00 PM EST, or do you trade the PM window under strict conditions?
