Support Turned Resistance Reality?

Textbooks say when support breaks, it becomes resistance on the retest. But in reality, price regularly wicks 15 pips ABOVE the broken support level to clear out breakout stops before falling. Do you enter on the first retest, or wait for the secondary sweep?
