Do you trust prop firms that frequently change their rules?

Consistency matters when traders are risking money on evaluation fees and building a long-term relationship with a firm. Rule changes may sometimes be necessary, but frequent or unclear changes can create uncertainty. How much confidence would you have in a prop firm that regularly updates its trading conditions?
