Should a trading strategy be tested by someone other than its creator?

The person who develops a strategy may have assumptions or expectations that influence how they interpret the results. An independent review could expose weaknesses the creator overlooked. Would you trust a strategy more if another trader independently tested its rules and reproduced similar results.
