How Do You Decide Whether to Keep a Strategy That Works Only on One Timeframe?

A setup may perform well on the 15-minute chart but poorly on the 1-hour chart, or the reverse. Does that inconsistency undermine the strategy, or is timeframe-specific performance perfectly reasonable? What testing would help you decide whether the timeframe is part of the strategy's edge?
